"Affordable Energy for Business": Results of the Small Energy Association's conference at Heat&Power-2025

On October 21, at the Heat&Power exhibition, the Distributed Energy Association, together with the Delovaya Rossiya Small-Scale Generation Subcommittee, held a conference titled "Affordable Energy for Business: Impetus for Russian Economic Growth." During the conference, experts discussed improving the reliability and affordability of energy supply for Russian enterprises, the development of small-scale generation, and the search for new technological solutions in the context of the "new energy realism."
 
Vice President of the Distributed Energy Association, Valery Zhikharev, noted that distributed energy is now becoming a key tool for improving economic efficiency. According to the Association, over the past six years, the volume of distributed generation has grown from 20 to ~40 GW, with growth rates of 10-12% annually.
 
Participants paid special attention to the growing demand for energy from data centers (DCs)—by 2030, it could triple to 15 GW, and rapidly deployable distributed generation can quickly address the issue of electricity supply without increasing tariffs.
 
The main factors hindering the development of distributed generation in Russia include the quality and reliability of centralized power supply, the loss of economies of scale in the Unified Energy System (UES), the decline in the availability of energy infrastructure, and regulatory initiatives that worsen the business environment.
 
In the energy systems of the South, East, and Siberia, the risk of the introduction of a GAO electricity consumption regime is expected to be at least 1,200 MW in the UE of the South, 915 MW in the UE of the East, and 644 MW in the UE of Siberia.
 
The Electric Power Development Scheme and Program for 2026-2031 identifies eleven territories for technologically essential generation. Electricity tariffs for industry are growing at a rate higher than inflation (according to the forecast of the Russian Ministry of Economic Development, in 2026, electricity prices for industry will grow at a rate three times higher than inflation). The increase in the fee for technological connection (TC) from 01.07.2024 for applicants with MM from 150 kW by at least 2-4 times, for the TC term of consumers with MM less than 670 kW: 1 year and with MM of at least 670 kW: 2 years.

For investors and industry, the issue of affordable, reliable, and high-quality electricity is becoming critically important. One of the most effective solutions is to create on-site generation sources using energy-efficient technologies. Distributed energy facilities reduce costs, improve the quality and reliability of energy supply, and create the foundation for sustainable business development and, consequently, the Russian economy.
 
Drawing on best international practices and domestic experience, the conference, attended by regulators, electricity consumers, power equipment manufacturers, engineering companies, and public associations, addressed the development of distributed energy, the practical aspects of operating distributed generation facilities, and regulatory policy. The conference aimed to develop proposals that facilitate the development and integration of distributed energy resources into a unified energy landscape in the context of the new energy realism and the objective need to make decisions on accelerated innovative development of the domestic economy.

Sergey Letaev, Deputy Head of the Department of State Energy Supervision at Rostekhnadzor, noted that their primary focus is the safe operation of energy facilities, not regulation. He also emphasized that distributed generation is an effective solution for hard-to-reach regions and areas with severely deteriorated infrastructure.
 
Anvar Ramazanov, Deputy General Director for Strategic Development at JSC GT Energo, emphasized that meeting the growing demand for electricity requires a comprehensive approach at all levels of the energy sector: both large-scale and distributed generation. He noted the rapid growth in the number of data centers and the limited capacity of the electric grid infrastructure, which is deteriorating to 80%. He stated that the grid remains a strategic asset, but the tariff burden will increase.
 
Igor Komarov, General Director of PIK YarDizel, advocated for the development of distributed generation as a key tool for energy supply in remote areas of Russia. The expert noted that it's time to move from words and discussions to action, citing China's experience as a successful example of harmoniously integrating the capabilities of large-scale and small-scale energy systems.
 
Alexey Zhavoronkov, CEO of Inter Terra LLC, noted that regardless of the equipment's origin (Europe or China), competent engineering and turnkey project implementation remain the key factors in ensuring energy system reliability.
 
Boris Martsinkevich, Editor-in-Chief of Geoenergetika Info, stated that while maintaining a monopoly approach in the electric grid complex, it is important to strengthen cooperation with the system operator, which understands the specific load characteristics and the role of renewable generation facilities. For effective development, cooperation with engineering companies is essential.
 
Also participating in the conference were Igor Turusov, Chairman of the Board of Directors of INGK LLC, Alexander Zolotov, CEO of Khatrako LLC, and Dmitry Muravyov, Lead Engineer of the Laboratory of Converter Technology LLC, who presented their companies' views on the future of distributed generation and emphasized the importance of jointly finding solutions for the development of the industry.
 
Following the conference, experts agreed that, to ensure the sustainable development of the Russian economy, it is necessary to combine the efforts of businesses, regulators, and technology companies to formulate a joint strategy for the development of distributed energy in the country.
