The Ministry of Energy has outlined key priorities for the development of the fuel and energy sector.

Russian Energy Minister Sergei Tsivilev stated that the main challenge facing the Russian fuel and energy sector today is the development of the electric power industry. He also noted the great potential for hydroelectric power plant development:
 
"Russia's hydroelectric potential has not been fully realized. According to expert estimates, it amounts to 250 GW. Currently, 50 GW has been realized. We must develop a water balance program for the Russian Federation."
 
Speaking about the role of the climate agenda in the context of energy, the Minister of Energy emphasized that the ministry is taking a balanced approach, focusing on maintaining affordable fuel and electricity prices:
 
"Our main goal is to ensure the availability of electricity at an economically justified price throughout the Russian Federation, where the main criterion is the cost per kilowatt-hour for the entire life of the project. We evaluate all decisions we make based on the cost per kilowatt-hour for the entire life of the project."
 
The Minister also noted the need to implement new management approaches and fine-tune legislation:
 
"One management decision can radically change the situation without any investment." Thus, the water balance solution for two hydroelectric power plants — the Zeyskaya and Ust-Srednekanskaya hydroelectric power plants — has enabled the production of significantly more electricity. The increased generation at the Zeyskaya hydroelectric power plant is sufficient to build a 700-megawatt peak-load generating capacity. And in the Magadan Region, the additional electricity was used for an investment project to build a data center."
 
The head of the Ministry of Energy also noted the importance of personnel for the further development of the industry. According to him, by 2030, the fuel and energy sector will need 300,000 new specialists.
