19 December 2025
The Cabinet of Ministers has until December 25 to prepare proposals on financing mechanisms for the construction and renovation of infrastructure in the electric power industry, such instructions were given by Russian President Vladimir Putin.

According to the text of the instructions published on the Kremlin's website, we are talking, among other things, about state support mechanisms.

In addition, by this date, the government must submit proposals on "making amendments to regulatory legal acts aimed at improving the efficiency of the electric power industry, including taking into account the need to form market investment mechanisms, improve the mechanism for managing demand for electric energy and capacity, and optimize costs for electric power companies."

The concept for the development of retail electricity and capacity markets must also be approved by April 30 next year.

By February 1, the Cabinet of Ministers should also prepare proposals for the location of data centers in "potentially energy-deficient regions of Russia, considering the possibility of supplying them with electric energy generated by coal-fired and gas-fired power generation facilities operating on the basis of modern technologies (subject to compliance with environmental protection requirements)." We are talking about territories "with large reserves of coal and natural gas, remote from transport infrastructure facilities."

"I would like to emphasize that the costs of energy companies should not be mechanically shifted to the tariff on the shoulders of consumers. More flexible solutions are needed, including regulatory innovations, electricity demand management, and investment support mechanisms," the Russian president said, concluding that he was waiting for relevant proposals from the government.

In addition, he instructed the Cabinet of Ministers to finalize the concept of retail electricity markets as soon as possible.
