16 January 2026
The implementation of a large — scale program for the development of renewable energy sources is one of the main principles of Russia's long-term energy policy, said Petr Konyushenko, speaking at the 16th session of the IRENA Assembly.

Key objectives of the Renewable Energy support program:
  • Ensuring reliable and cost-effective energy supply.
  • Creation of a new high-tech industrial cluster for the production of equipment with a high degree of localization.
  • Laying the foundations for the future production of low-carbon energy resources.

"An important area for further integration of renewable energy sources into the energy system will be the practical implementation of energy storage systems that significantly increase the utilization rate of installed capacity. We fixed the definition of energy storage systems at the legislative level last year, and the first major projects in this area are planned to be implemented this year," the deputy head of the Ministry of Energy added.

During the 16th session of the IRENA Assembly, a bilateral meeting was held between Petr Konyushenko and IRENA CEO Francesco La Camera.

The Deputy Minister noted that the Ministry of Energy considers the International Renewable Energy Agency as a center for coordinating the development of renewable energy. It is under its auspices that it is possible to build inclusive international cooperation that guarantees fair access to technology and the formation of transparent market mechanisms.

"In this context, we highly appreciate the contribution of IRENA and your personal participation, dear Mr. La Camera, in studying and developing best practices in the use and implementation of renewable energy sources for the prosperity of all countries," added the representative of the Ministry of Energy of the Russian Federation.

"IRENA should remain a professional, depoliticized platform focusing on industry cooperation in the field of renewable energy," concluded Petr Konyushenko.

Russia adheres to a balanced approach in the choice of energy sources, while maintaining its reliance on traditional fuel and energy sectors and at the same time increasing the share of renewable energy sources and nuclear power plants.
