Energy consumption in Russia decreased for the first time in 4 years

By the end of 2025, electricity consumption in Russia's Unified Energy System decreased by 1.1% to 1.161 trillion kWh. This is the first decrease since 2020. Without taking into account the additional day of the leap year, the indicator fell by 0.8%, and without the influence of the temperature factor — by 0.3%.
 
Reasons for the decline:
  • Record warm weather (2025 is the second warmest year on record).
  • Economic growth is slowing (GDP is about 0.6% versus 4.3% in 2024).
Electricity production decreased by 1.2% to 1.166 trillion kWh.
 
The structure of electricity generation:
  • TPP — 57.5%
  • NPP — 18.7%
  • HPP — 16.7%

The total capacity of the power plants increased by 1.1 GW over the year, to 271 GW.
 
Consumption continued to grow in a number of energy systems. The maximum growth is in the ECO of the East (+4.4%). New capacity peaks were recorded in the ECO systems of the East and South, as well as in 16 regions, including Tatarstan, Transbaikalia, Buryatia and Krasnodar Territory.
 
Against the background of a general decrease in energy consumption, the cost of electricity in the wholesale market continued to rise in 2025, which was largely influenced by the indexation of gas prices and the rise in the cost of coal.
 
In 2025, the day — ahead market equilibrium price index has increased:
  • the first price zone is +17.5%;
  • the second price zone is +24.7%.
 
In 2026, experts predict electricity consumption in the range of 0-1.3%. The volume of new generation input and investments in the energy system will depend on demand dynamics.
