Electricity exports from Russia to China have been halted

Since January 1, 2026, China has completely stopped purchasing electricity from Russia. The reason is the increase in export prices: in early 2026, they exceeded China's domestic tariffs for the first time.
 
Key facts:
  • The contract for the supply of electricity was concluded in 2012 and is valid until 2037.
  • The planned volume of supplies is about 100 billion kWh over the entire period (an average of 4 billion kWh per year).
  • The price of electricity in China is about 350 yuan per 1 MWh (≈3.9 thousand rubles).
  • The single—quote price in the Far Eastern Federal District in January 2026 may reach 4.3 thousand rubles per 1 MWH — an increase of 42% year-on-year.
 
Export supplies are limited against the background of outstripping growth in electricity consumption in the Far East (by +4% per year or more) and a shortage of generation in the region. This reduces the available export volumes.
 
The dynamics of electricity exports from Russia and China:
  • 2012-2020 — about 3 billion kWh per year.
  • 2021 — an increase of 30%, to 3.97 billion kWh.
  • 2022 — peak supply of 4.7billion kWh.
 
The Ministry of Energy of the Russian Federation allows the resumption of exports upon request from China and the achievement of mutually beneficial conditions. At the same time, the priority remains to provide electricity to the economy of the Far East.
