The Ministry of Energy proposes to strengthen state control to curb rising electricity prices

Key parameters of the initiative of the Ministry of Energy of the Russian Federation


A draft law on the establishment of a non-profit public law company (PPK) Rosenergoproekt has been prepared.
 
PPK Functions:
 
1. Development of standard design solutions for power plants.
 
2. Setting marginal prices for energy equipment and its maintenance.
 
3. Formation of an industry order for serial production of equipment and acceleration of import substitution.
 
4. Optimization of pricing at all stages of the life cycle of energy facilities.
 
The goal is to curb the rising cost of electricity by reducing capital and operating costs.
 
 
Figures and forecasts
 
Until 2042, it is planned to:
  • construction of 88.5 GW of new capacities;
  • modernization of 64 GW of existing power plants;
  • updating of 25 thousand km of power grids.
 
The total investment is about 57 trillion rubles, of which 40 trillion rubles is the modernization of old and construction of new generation facilities.
 
Without state control measures, the average price of electricity may rise from 6.4 to 12.8 rubles/kWh by 2042.
 
The implementation of the initiative will limit the price increase at the level of ≈8.4 rubles/kWh.
 
The bill has been submitted for public discussion, and the deadline for submitting it to the State Duma has not yet been determined.
