Electricity marketplaces to be launched in Russia

From February 1, 2026 to the end of 2027, a pilot project will be held in Russia to create electronic trading platforms for concluding contracts for the purchase and sale of electricity.
 
Key facts:
  • The pilot will take place in 7 regions: Altai Republic, Mari El, Udmurtia, Khakassia, Altai Territory, Oryol and Tambov regions.
  • The project does not apply to the public.
  • The site operator in each individual region is the guaranteeing supplier.
  • Participants: wholesale manufacturers, independent energy marketing companies, demand management aggregators, suppliers and buyers of power redistribution services.
 
What consumers will be able to do:
  • Coordinate the parameters of the purchased electricity.
  • Conclude energy supply contracts.
  • To purchase services related to energy conservation, energy efficiency, changing consumption patterns and generation attributes.
  • Choose price offers from both retail and wholesale markets.
 
Pilot performance assessment:
  • number of participants;
  • number of transactions;
  • the volume of services provided.
The report of the Ministry of Energy is until March 31, 2028.

Market positions:
  • Inter RAO has confirmed its participation in the pilot and its willingness to work in the marketplace format.
  • Guaranteeing suppliers see the project as a tool for expanding services and competing for large customers.
  • The Energy Consumer Community points to the risks of rising tariffs and shifting costs to consumers.
 
The project may change the format of interaction between producers, distribution companies and industrial consumers in the retail electricity market.
