"T Plus" considers it necessary to switch to an “alternative boiler house”

The first cities of T Plus presence, where the most favorable conditions for such a transition were established, are Orenburg, Samara, Tolyatti, Perm, Ulyanovsk and Vladimir.

The "T Plus" group will allocate almost 12 billion rubles including VAT for repairs, technical re-equipment and reconstruction of the heating networks of the cities of presence in 2019. This was stated by the Chairman of the Board of PJSC "T Plus" Andrei Wagner during the annual selector press conference on the results of the autumn-winter period for media journalists in the regions where the company operates. 
In 2018, more than 10 billion rubles including VAT were allocated for these purposes. Thus, the increase in financing preparations for the winter will be about 14%.
Heating season 2018-2019 Passed steadily, without serious complaints. Accidents on the company's networks have been reduced - this was achieved thanks to the repair and reconstruction of 408 km of pipelines in 2018. Such a volume of transfers was achieved for the first time. In preparation for the next winter, T Plus will concentrate on the rearrangement of trunk pipelines to ensure systemic stability of large thermal nodes. 
At the same time, in 2018, T Plus was forced to put into operation a significant amount of ownerless networks to prevent emergencies. The lack of funding sources allowed only minimal repairs to be carried out. Therefore, the total number of damages on such networks has increased in proportion to the volume of "wasteless", adopted by T Plus in operation.
The current level of financing laid down in the tariff does not allow re-routing at the level required even to maintain the current state. Already, more than two thirds of the networks are operated beyond the project resource. If the current rates are maintained, within 10 years 98% of the heating networks in the T Plus will go beyond the standard operating life.
In order to get away from the operation of dilapidated infrastructure, it is necessary to transfer 12% of pipes annually, as well as to increase their design life to 50 years. Such a scenario is possible when fixing long-term rules for the investor. They can be provided by concession agreements or the transition to the “alternative boiler house” pricing method. In this regard, T Plus considers it necessary to make the transition to a new pricing model ubiquitous and mandatory. The first cities of T Plus presence, where the most favorable conditions for such a transition were established, are Orenburg, Samara, Tolyatti, Perm, Ulyanovsk and Vladimir.
