Modernization of heat power facilities in the regions

1 billion rubles will be invested in the modernization of the heat supply system of Rybinsk (Yaroslavl region). This was announced by the head of the city Denis Dobryakov at a press conference on the transfer of MUP Teploenergo to a concessionaire represented by LLC Rybinskaya Generation (a subsidiary of PJSC TGK-2).

The concession agreement between the Rybinsk Generation and the city administration began to operate on December 1, 2019.

“The property of Teploenergo remains in the ownership of the municipality and is given for use to the concessionaire for 20 years to solve specific investment programs. This decision will certainly benefit the city and tariffs for the population will remain unchanged, ”said Denis Dobryakov.

As for the Municipal Unitary Enterprise Teploenergo, which has ceased its activity on heat supply and hot water supply, it will conduct activities with low profitability, in particular, collect debts from the population.

The program provides for the modernization of heating systems, the closure of a number of small inefficient boiler rooms, and the reconstruction of pumping stations.

“Most of the investments were made in the reconstruction of reserve fuel facilities, which are now decommissioned,” said Alexey Potekhin, Director General of Rybinsk Generation.

In addition, the concessionaire takes on part of Teploenergo's debt obligations to UEC Saturn and Gazprom Mezhregiongaz Yaroslavl LLC, which is about 1.5 billion rubles.

The proposal of Rybinsk Generation LLC on concluding a concession agreement with the municipal enterprise Teploenergo was submitted to the Rybinsk administration at the end of May 2019. As the city authorities announced then, the signing of the concession agreement will allow to pay off part of Teploenergo’s debt to the two largest creditors and avoid the bankruptcy of the municipal unitary enterprise, therefore, to prevent disruptions in the work of the city’s communal infrastructure.

Teploenergo is in a pre-bankrupt state. The loss for the current heating season amounted to 350 million rubles. The company is not able to withstand the pace of current payments for fuel and energy resources and pay debts formed for previous periods of activity. Concession is the only way out when it is possible not only to fix the debts, but to start paying them off, ”said Viktor Nezhenets, Deputy Prime Minister of the Yaroslavl Region.
